What if I want to go completely dynamic, eg. with a form builder in the app. At runtime one should be able to choose properties and constraints for a partially user specified form. These get saved as Maps and the resulting UI should be generated at runtime.

Yes: Metawidget separates 'inspection' from 'generation', so the inspection can be driven by any source - including Maps.
There isn't an Inspector to do this out-of-the-box, but what you're asking for sounds very similar to this blog entry.
